When traveling from your base province into another jurisdiction in which you are not registered or apportioned and typically when any one of the following criteria apply:
The gross vehicle/combination exceeds a registered weight of 26,000 lbs (11 797 kgs).
The vehicle (power unit only) is traveling on 3 or more axles
Yes, all U.S carriers, besides having IFTA and IRP, must purchase ICBC basic insurance, Financial responsibility (FR).
The Motor Vehicle Act requires out-of-province commercial vehicles to be insured to BC minimum insurance requirements. Vehicle owners or lessees can meet these requirements by having their insurance company file a Financial Responsibility Certificate with ICBC. The Certificate is a guarantee of third-party liability insurance that meets BC requirements and covers all vehicles owned and operated and/or leased and operated in the name of the insured.
If FR has not been filed with ICBC, out-of-province operators must purchase ICBC Basic insurance sold in conjunction with a Non-Resident Commercial Permit.
